Visit from the Minister of Energy of Kyrgyzstan to İhlas Holding: Investment by İhlas Inspires Confidence
Kyrgyzstan’s Minister of Energy, Taalaybek Ibrayev, paid a visit to İhlas Holding Chairman of the Board Ahmet Mücahid Ören and emphasized that the Kazarman and Kokomeren projects undertaken by Orta Asya Investment Holding in his country are of vital importance for energy security.
Minister of Energy of Kyrgyzstan Taalaybek Ibrayev, who came to Istanbul for the Energy Ministers Council Meeting of the Organization of Turkic States, also visited İhlas Holding, one of the most significant investors in his country. Welcomed by İhlas Holding Chairman of the Board Ahmet Mücahid Ören, Minister Ibrayev also toured İhlas Media group companies. During the meeting, discussions focused on the hydroelectric power plant projects and energy infrastructure investments of Orta Asya Investment Holding, a strategic affiliate of İhlas Holding, in Kyrgyzstan. Noting that İhlas Holding’s projects add substantial value to the Kyrgyz economy, the visiting minister invited Turkish investors to his country.

TURKIC WORLD UNITED
First evaluating the meeting of energy ministers, Ibrayev stated:
“In 2024, we held the Organization of Turkic States meeting in Bishkek. We had discussions with the ministers of member countries. I proposed organizing a competition among companies in the energy sector. We implemented this this year in the Issyk region, the jewel of Kyrgyzstan. The other ministers also supported it. This contributed to closer ties among the Turkic States. We have a project for the construction of a 500-kilowatt cable line with the participation of Kazakhstan, Azerbaijan, Uzbekistan, Kyrgyzstan, and of course Türkiye. The Turkic States have thus united in the field of electricity. Electricity will be supplied to Europe via Azerbaijan and Türkiye. Fuel supply from Türkiye to Kyrgyzstan is also on our agenda. Energy cooperation brings the Turkic States closer together, and closer collaboration among energy ministries makes the electricity system more reliable.”

İHLAS CONSTRUCTION IS VERY EXPERIENCED
Minister Taalaybek Ibrayev also emphasized the importance of İhlas’ projects in Kyrgyzstan. Regarding the Kazarman and Kokomeren Hydroelectric Power Plant projects, which are calculated to increase Kyrgyzstan’s energy capacity by more than half upon completion, Ibrayev said:
“We are pleased to sign an energy investment agreement with a major company like İhlas. Orta Asya Investment Holding’s 2-gigawatt capacity project is very important for the food program and energy security. İhlas Holding has extensive experience in the construction sector. I believe that İhlas’ investments are beneficial for both countries.”
INVESTMENT INVITATION
Calling on the Turkish business community to invest, Ibrayev said:
“Türkiye meets 40 percent of its electricity needs from renewable energy sources. Türkiye has extensive experience in this field. Our country is rich not only in water resources but also in solar and wind energy potential. We are ready to host investors working on renewable energy sources. We provide ease in construction and leasing. Electricity purchase and sale agreements are conducted in foreign currency.”

TOUR OF İHLAS MEDIA
İhlas Holding Chairman of the Board Ahmet Mücahid Ören and İhlas Holding Media Group President Aslıhan Ören toured İhlas Media companies with Kyrgyzstan’s Minister of Energy Taalaybek Ibrayev. Visiting Türkiye newspaper, TGRT Haber, İhlas News Agency, and İhlas Digital Assets, the guest minister received briefings from executives. Stating that he was aware of the 55-year legacy of Türkiye newspaper, the foundation of İhlas Holding, Ibrayev expressed his wish: “I hope it reaches a century.”

Thanking Orta Asya Investment Holding, an affiliate of İhlas Holding, for its social responsibility projects in Kyrgyzstan, Minister Ibrayev stated:
“İhlas provides us with all kinds of support. It reaches anyone in need. On Sovereignty Day, 30 vehicles were donated for companies in the energy sector. In addition, the renovation of two hospitals is also being carried out.”

PART OF THE ENERGY CORRIDOR
İhlas Holding’s strategic affiliate, Orta Asya Investment Holding, took a final step in August for energy investments in Kyrgyzstan with an economic potential of up to USD 7 billion. Kyrgyzstan’s Minister of Energy Taalaybek Ibrayev and Orta Asya Investment Holding Chairman of the Board Ahmet Mücahid Ören signed contracts for the 912 MW Kazarman Hydroelectric Power Plant and the 1,305 MW Kokomeren Hydroelectric Power Plant.
The project, which includes six hydroelectric power plants with a total installed capacity of 2,217 megawatts, will also be of critical importance for the Zangezur Corridor, the Middle Corridor, and China’s Belt and Road Initiative, shaped by the grand vision of the Turkic world. Strengthening energy infrastructure in Central Asia will allow transportation and energy corridors to complement one another. This new bridge, established under Türkiye’s leadership, is seen as part of a vision to connect Asia’s energy flow to Europe via Türkiye.

FUTURE VISION OF DIGITAL ASSETS PRESENTED
As part of the visit, Digital Assets General Manager Volkan Ormanlı delivered a comprehensive presentation on projects carried out in the digital field and the future vision.
Ormanlı detailed initiatives ranging from digital transformation and AI-based content production to data analytics infrastructure and innovative publishing models. Minister Ibrayev followed the presentation with great interest and expressed his satisfaction with the scope and vision of digital media investments at Digital Assets.
