Strategic Partnership from İhlas Holding
Orta Asya Investment Holding, a subsidiary of İhlas Holding, has taken its first step toward massive investments by signing agreements with the Kyrgyz government for natural gas combined cycle and hydroelectric power plant projects.
In collaboration with İhlas Holding, Orta Asya Investment Holding signed a memorandum of understanding with PowerChina International Group Limited, one of the world’s leading Energy Performance Certificate (EPC) contractors with an annual revenue of $96 billion, and Kazakh energy giant SemArco LLP.
The strategic partnership agreement was signed in Bishkek on November 30. The initial phase of the project targets the construction of a combined cycle natural gas power plant with a capacity of at least 250 MW at the TETS-2 site in Kyrgyzstan’s capital city.
A Global Strength for İhlas Holding
Ahmet Mücahid Ören, Chairman of the Board of İhlas Holding and Orta Asya Investment Holding, emphasized the importance of the two power plant projects in strengthening Kyrgyzstan’s energy infrastructure. He said, “We are pleased to bring this project to life with globally trusted partners like PowerChina International Group Limited and SemArco LLP. This collaboration will significantly contribute not only to Kyrgyzstan but also to the broader region’s energy and infrastructure sectors. As İhlas Holding, we continue to work on sustainable projects for a stronger future.”
Paving the Way for Major Investments
Haluk Sur, Vice Chairman of Orta Asya Investment Holding, highlighted their alignment with the vision of the Organization of Turkic States. He stated, “Our primary goal is to be one of the keys to economic development and rising prosperity in Turkic states. To serve this purpose, we have signed agreements on two significant projects in Kyrgyzstan as a first step. Both projects are being constructed using the Build-Operate-Transfer model.
During the construction phase of these major projects, we wanted to partner with a strong company. Therefore we collaborated with PowerChina, one of the world’s largest energy companies, boasting a revenue of $96 billion. Additionally, we have partnered with SemArco LLP, one of the leading companies in Kazakhstan.”

PowerChina International Group Limited has a track record of involvement in numerous global projects. Among its notable works are the Pakistan HydroChina Dawood Wind Energy Project, the Laos Nam Ou River Cascade Hydropower Project, and the Vietnam Dau Tieng Solar Energy Project.
SemArco LLP, on the other hand, contributes to regional trade with projects such as the Kashagan Oil Field Offshore Facilities Project and the Aktau Port Project in Kazakhstan.
