İhlas Holding and Central Asia Investment Holding are Redrawing Central Asia’s Energy Map
The strategic subsidiary of İhlas Holding, Central Asia Investment Holding, has signed final contracts with the Kyrgyz Republic’s Ministry of Energy for two major hydroelectric power projects that will radically reshape the energy landscape of Central Asia. These agreements include a 20-year operating period and a government purchase guarantee. Supported by the Republic of Turkey and the Kyrgyz Republic, the projects are scheduled to be operational within six years. The Kazarman and Kokomeren Hydroelectric Power Plant (HPP) projects, with a total installed capacity of 2,217 MW and an annual production capacity of 8 billion kWh, are among the largest renewable energy initiatives in Central Asia.
Among the Largest Investments in Central Asia
Upon completion, the Kazarman and Kokomeren HPP projects will increase the country’s electricity production by more than half of its current capacity. The additional 8 billion kWh of electricity from these power plants will transform Kyrgyzstan into an energy exporter.

An Energy Bridge Extending to Europe
These projects, which were initiated last year during the Turkic States Organization Summit in the presence of President Recep Tayyip Erdoğan and Kyrgyz President Sadyr Japarov, represent the energy leg of large-scale geopolitical visions such as the Zangezur Corridor, the Middle Corridor, and the Belt and Road Initiative. Shaped with the strong support of the Turkish and Kyrgyz governments, the projects will strengthen energy independence in Central Asia, build new bridges in energy trade, and transform the region into a critical energy corridor between China, Pakistan, Kazakhstan, and Europe.
Kyrgyz Minister of Energy Ibraev: “A New Era Begins”
Speaking at the signing ceremony, Kyrgyz Minister of Energy Taalaibek Ibraev expressed his satisfaction with Central Asia Investment Holding’s transparent and internationally compliant investment processes. He noted that the country had experienced serious energy shortages in the past, but these challenges were overcome thanks to the reforms and investments initiated during President Japarov’s term. The Minister emphasized that a completely new era is beginning in the country with these new projects.
Chairman Ören: “We Are Building Not Just Power Plants, But a Vision”
Ahmet Mücahid Ören, Chairman of İhlas Holding and Central Asia Investment Holding, shared experiences from Turkey’s energy transformation process during his speech at the signing ceremony, stating: “In the 1990s, we also participated in electricity distribution tenders. We won a tender for a large region. Then the government changed, and the project was left incomplete. At that time, electricity loss rates were over 50%. Later, distribution operations were privatized. High-voltage lines were renewed, infrastructure was rebuilt, and today, the loss rates are at very low levels. Therefore, what we’ve learned from these experiences is that our goal is not just to build projects but to establish a strong, sustainable, and exemplary infrastructure. Economic Ties of the Turkic World Grow Stronger
Dr. Mekin Mustafa Kemal Ökem, Turkish Ambassador to Bishkek, visited Ahmet Mücahid Ören at the Central Asia Investment Holding headquarters in Kyrgyzstan during the signing ceremony to receive an update on the project status. Emphasizing the critical importance of these investments for the region, Ambassador Ökem stated that Turkey will provide all necessary support and that Turkey’s interest in Kyrgyzstan will continue to grow under the umbrella of the Organization of Turkic States.

Strong Investment, Strong Social Impact
Under the protocol signed in Bishkek, Central Asia Investment Holding will carry out comprehensive social responsibility projects in Kyrgyzstan over the next five years. These will include aid for orphaned children, free electricity support, the establishment of an energy academy, and technical assistance to public institutions. In addition, Chairman Ahmet Mücahid Ören and his wife Aslıhan Ören will donate a neonatal unit.
