“Global Partnership, Strong Vision, Strategic Agreement”

Orta Asya Investment Holding, a subsidiary of İhlas Holding, one of Turkey’s leading companies with a track record of successful collaborations and projects across various industries, has signed a significant agreement to strengthen the strategic partnership between Turkey and Kyrgyzstan. The agreement, with a total value of $7 billion, will make substantial contributions to the economies of both countries, demonstrating a strong vision in the field of international energy.

İhlas Holding, renowned for its longstanding contributions to Turkey’s development through successful projects in various sectors, has taken another pivotal step with its extensive experience and expertise. The $7 billion agreement, which will bolster the strategic partnership between Turkey and Kyrgyzstan and focus on energy activities, was signed by Ahmet Mücahid Ören, Chairman of İhlas Holding and Orta Asya Investment Holding. The agreement, covering a total of 1,450 MW of capacity, includes hydroelectric power plants and natural gas combined-cycle power plants. The signing ceremony was held in the presence of President Recep Tayyip Erdoğan of Turkey and President Sadyr Japarov of Kyrgyzstan.

STRATEGIC INITIATIVES FOR THE FUTURE BY İHLAS HOLDING
The investment agreement with the Kyrgyz government, which includes the construction and operation of a hydroelectric power plant with a capacity of approximately 1,200 MW in the Kazarman region and a 250 MW CHPP-2 natural gas combined-cycle power plant in Bishkek, represents a project worth an estimated $7 billion. From a strategic perspective, this agreement is of great importance.

STRONG PARTNERSHIP BETWEEN KYRGYZSTAN AND TURKEY
The projects covered by the agreements signed by Orta Asya Investment Holding, including the Kazarman Hydroelectric Power Plant and the Bishkek CHPP-2 Natural Gas Combined-Cycle Power Plant, have been closely followed by investors worldwide for many years. These strategic investments, which are a priority for the Kyrgyz government, will significantly contribute to the country’s economy, employment, and energy independence. After extensive evaluations, the Kyrgyz government approved Orta Asya Investment Holding, a subsidiary of İhlas Holding, to implement these projects. The projects, signed with mutual trust between Turkey and Kyrgyzstan, aim to ensure the country’s energy security, modernize and strengthen its energy infrastructure, meet energy needs from local resources, and support economic independence and sustainable development.

STRATEGIC SIGNIFICANCE FOR TDT AND THE REGION’S FUTURE
The monumental investments spearheaded by İhlas Holding and Orta Asya Investment Holding Chairman Ahmet Mücahid Ören under the umbrella of the Organization of Turkic States (TDT) will not only contribute to Turkey-Kyrgyzstan relations but also serve as a major step for the collective future of the TDT. The projects align with Turkish President Recep Tayyip Erdoğan’s vision of “an independent and strong future for the Turkic world” expressed during the establishment of the TDT. Once completed, these projects will serve as a concrete example of enhancing cooperation among member countries and advancing economic independence, paving the way for a strategic, pioneering initiative. It is expected that the collaboration between Kyrgyzstan and Turkey will inspire stronger relations among other nations as well.

STRENGTH THROUGH UNITY
Orta Asya Investment Holding, a subsidiary of İhlas Holding, was established in February 2024 by Muhammet Haluk Sur to contribute to the economic prosperity and development of member countries of the Organization of Turkic States. The company aims to foster collaboration with national and international companies, facilitate technology transfer, and create an investment platform in line with the TDT’s goals and vision. With Selçuk Gezer and Sinan Koçak serving on the board, Orta Asya Investment Holding secured a technical consultancy agreement with Hill International, one of the world’s leading project and construction management firms. It also formed a strategic partnership with İhlas Holding, one of Turkey’s prominent companies. Following discussions with the Kyrgyz Ministry of Energy, the company agreed to implement the Bishkek CHPP-2 Natural Gas Combined-Cycle Power Plant and Kazarman Hydroelectric Power Plant projects, with a total capacity of 1,450 MW, under a build-operate-transfer model. The agreements have been signed, marking a significant milestone in the partnership.
