Full Support for the Energy Agreement

Great Interest in “Bishkek CHPP-2 Natural Gas Power Plant” and “Kazarman Hydroelectric Power Plant” Projects by Orta Asya Investment Holding in Kyrgyzstan

Kyrgyzstan’s Prime Minister Adylbek Alesovich Kasymaliyev has expressed full support for Orta Asya Investment Holding’s major energy projects in the country, stating, “We are ready to provide all necessary support.” The projects, namely the “Bishkek CHPP-2 Natural Gas Power Plant” and “Kazarman Hydroelectric Power Plant,” led by Chairman Ahmet Mücahid Ören, have garnered significant attention.

During the meeting, Prime Minister Kasymaliyev welcomed İhlas Holding and Orta Asya Investment Holding Chairman Ahmet Mücahid Ören. The meeting was attended by Deputy Prime Minister of Kyrgyzstan Azamat Saktanbekovich Kadiraliyev, Minister of Energy Talaybek Omukevich Ibraev, Acting Mayor Talaybek Askarovich Baigaziev, Orta Asya Investment Holding Co-founder and General Manager Haluk Sur, Board Member Selçuk Gezer, and Project Development Director Tariel Ermaaev. The discussions focused on the steps to be taken within the framework of the energy agreement signed in November in the presence of President Recep Tayyip Erdoğan and Kyrgyz President Sadyr Japarov.

Since taking office in December, Prime Minister Kasymaliyev has closely followed developments in the Bishkek CHPP-2 Natural Gas Power Plant and Kazarman Hydroelectric Power Plant projects. The meeting took place in a warm and constructive atmosphere, where discussions were held regarding increasing the capacity of the Natural Gas Power Plant. Additionally, as part of the investment, measures were proposed to ensure the well-being of residents living in the surrounding areas of the project site. These measures include adding a 10 km-long hot water pipeline, a 14 km-long natural gas pipeline with a 12-bar pressure capacity, and a 3 km-long transmission line to connect the generated energy to the transformer station.

“READY TO SIGN AGREEMENTS”
Ahmet Mücahid Ören, Chairman of Orta Asya Investment Holding, stated that feasibility and preliminary design studies have been completed. He also confirmed that they are ready to sign the Power Purchase Agreement (PPA), which includes an energy purchase guarantee from the Kyrgyz government and is part of the previously signed Investment Agreement.

KASYMALIEV: “WE ARE ALWAYS WITH YOU”
During his discussions with the Turkish delegation, Prime Minister Kasymaliyev highlighted that the Kyrgyz government is working in alignment with the vision of the Organization of Turkic States. He emphasized that the 21st century will be the “Century of the Turkic World” and reiterated Kyrgyzstan’s commitment to economic development and prosperity. Kasymaliyev assured Orta Asya Investment Holding of his government’s full support, thanking the company for its trust and investment in Kyrgyzstan. He expressed his wish for the company to continue its activities in energy and other sectors for many years.

INVESTMENT COMPANIES KEEN ON FINANCING
Prime Minister Kasymaliyev was also informed that international investment banks and funds recognize Kyrgyzstan’s strategic position in Central Asia and its potential as a natural energy production hub, making them highly eager to provide financial support.

In this regard, collaborations have been established with top-tier global investment banks and expert firms, and this process is still ongoing. Some of the most notable partners include Hill International, BI Holding, Sem Arco, and the global energy giant Power China. Discussions continue with various groups and firms that align with Orta Asya Investment Holding’s investment and business interests, and relevant developments will be disclosed as appropriate.

Additionally, Minister of Energy Talaybek Omukevich Ibraev and Ahmet Mücahid Ören evaluated the progress made so far on the Kazarman Hydroelectric Power Plant project, including the site surveys and financial models prepared for the project.
